This set is made from carved Lapis Lazuli crystals.  This is a Rune set based on the Eldar Futhark dialect.  It comes with all you see in the photo. These are used as guidance information.  You can throw a few out for a detailed message or can pull one at a time to answer questions, gain clarity or direction.
